This report presents the final evaluation of the Green, Inclusive and Resilient Liberian Communities (GIRL) Project, implemented by the Liberian National Red Cross Society (LNRCS) with the Swedish Red Cross and Swedish Embassy funding across Grand Kru, Sinoe, and River Gee Counties from 2023–2025.
Conducted in September–October 2025, the evaluation assessed the project against the OECD-DAC criteria of relevance, coherence, effectiveness, efficiency, impact, and sustainability, drawing on household surveys, key informant interviews, and focus group discussions across the project’s 45 communities (expanded from an initial 12).
Findings show the project was highly relevant to community-identified needs and delivered strong, visible results in hygiene, sanitation, and health behavior change — including reduced malaria and diarrheal cases, women’s emergence into community leadership through Mothers’ Clubs and WASH Committees, and unplanned positive spillovers such as reduced water-related conflict and new community savings schemes. However, outcomes on disaster preparedness and climate adaptation were more limited, and the rapid scale-up to 45 communities without proportional increases in staff, budget, or time diluted supervision and consistency, especially in the 33 later-added sites.
The report closes with recommendations to extend implementation time to consolidate gains, formalize partnerships with government health and agriculture bodies through MoUs, plan future scale-ups more realistically, and deepen disability inclusion through sustained livelihood support rather than one-off participation.
