The guidelines assist Red Cross Red Crescent staff and volunteers to work systematically in deliver- ing hygiene promotion in emergencies, start-ing with understanding the problem and target groups, the barriers and motivators for behaviour change by involving the community at all stages and ensuring the response is effective and appro-priate to the needs.
